35.000 MW-Project is done to fulfill the growing demand for electricity. The development of civilization and technology are growing rapidly to make electricity has also become a staple. Expected with this project, the need for electricity can be fulfilled and even distributed throughout Indonesia. Construction development continues to be encouraged in order to increase the supply of electricity to be distributed to customers. The distribution of electricity has a very important role until it reaches the customers. Electricity distribution is influenced by technical and nontechnical factors. This technical factor can be a state of the equipment on the power grid, losses (power losses), disorders of nature such as trees are closer to the electricity grid, animals perched on a network or electricity equipment and so forth. Different with the non-technical factors can be administrative, management and other work. To support the distribution of electrical power to run well to fulfill the electricity needs, a concept is necessary to be set where the concept is taken from the local wisdom of Hindus called the Tri Hita Karana.

The development of a dynamic era caused more rapid changes. These changes can be seen from the need for electricity that has become a staple of society. From year to year, the need becomes increased. To fulfill the demand for electricity, the government launched a program of 35,000 MW which spread throughout Indonesia.
Very optimistic this program will be realized if only supported by adequate infrastructure. Those facilities and infrastructures include technical and non-technical sides where both have a very close relationship thus influence each other. The technical sides include generation, transmission and distribution system, while the non-technical include the form of management. The part that most directly related to customers or the public is distribution system. It does not mean that the distribution system is
the most important part. All the parts are important and interconnected to one another.
The distribution of electrical power to fulfill the electricity needs done continuously and sustainable with good reliability. Moreover, it is accompanied by a very rapid development, industrial loads, businesses and households. To follow the developments occurred, it should consider several factors. Each area in the archipelago has different developmental characteristics. It can be seen from the geographical location or the local customs and habits.
Indonesia is famous for its diverse customs and united with the motto / slogan of Bhinneka Tun ggal Ika. To fulfill the demand for electricity, it needs guidelines for doing strategy in order to be greeted positively by customers or Indonesian society. One of the Indonesia local wisdom is “Tri Hita Karana”. Tri Hita Karana is the concept of balance held by Hindus in general. Tri Hita Karana concept can be used to carry out the fulfillment of the demand for electrical power, especially in Indonesia, which is famous for its customs.
The objective of this writing is expected to succeed the program of 35,000 MW to fulfill the demand for electricity throughout Indonesia.
- Limitation Problem
In this writing, the problem to be discussed is limited as follows:
Discussing about the fulfillment of the demand for electricity in Indonesia through a program of 35,000 MW.
2. Discussing about the fulfillment of the demand for electricity is based on the concept of Tri Hita Karana.
POWER DISTRIBUTION SYSTEM
Electrical energy generally generated by the Center for Power Plants that are far from urban areas where customers generally are. In general it can be said electric power supply consists of three elements, namely Central Generating, Transmission and Distribution. This distribution system can also be grouped into two levels, namely: a primary distribution network system and the so-called Medium Voltage Networks as well as a secondary distribution network system and the so-called Low Voltage Network.
The distribution system in practice can be both air channel (over-head) and the underground channel. Typically, it used air duct, however, for the density of large loads, such as in cities or metropolitan areas used underground channel. The choice between air ducts and underground channel depends on a number of factors that are very different; those are the importance of continuity of care, the direction of development of the region, the comparative annual maintenance costs, capital costs and the estimated useful life (economic) system.
III. Tri Hita Karana Concept
Lexically Tri Hita Karana means three causes of prosperity. (Tri = three, Hita = prosperous, Karana = cause). Tri Hita Karana essentially implies that the three causes of the welfare rooted in the harmonious relationship between man and God, man and the natural environment, man with human beings.
Those three relationships can be described as follows:
- Man with God
Man is God’s creation, while Atman / spirit in man is a spark of greatness of God’s holy light that causes humans can live. Seen from this perspective, actually man owed his life to God. Therefore, every human being must be grateful, pray and always bow down to Almighty God. Feeling of those gratitude and devotion can be expressed in the form of worship and praise to His greatness.
Man with nature / environment
Humans live in a certain environment. Humans get daily needs from environment. Humans are thus very dependent on the environment. Therefore man should always pay attention to the situation and environmental conditions. Environment must be maintained and preserved and not destroyed. Environment should be kept clean and tidy. The environment must not be soiled or damaged. The trees in the forest should not be cut all; the animals may not be hunted arbitrarily, because it can disturb the balance of nature. The environment should be kept tidy, balanced and sustainable. The environment arranged in a neat and clean will create beauty. The beauty of the environment can create a sense of calm and peace in human beings.
Man with human beings
As a social creature, man cannot live alone. They need help and cooperation with others. Because of that, the relationship among human beings must always be good and harmonious. Human relations should be regulated on the basis of asah, asih, and asuh, which mean respect, love and guide each other. Relationship between the family at home should be harmony. Relationships with other people must also be harmony. This relationship will bring security and peace of mind in the community. A safe and peaceful society will create a peaceful and prosperous country.
By applying the Tri Hita Karana steadily, creatively and dynamically, it will create harmonious life which includes the integral human development that devote to the Almighty God, love for the environment preservation and live in harmony and peace with each other.
ANALYSIS OF FULFILLMENT NEEDS OF ELECTRICITY BASED ON TRI HITA KARANA CONCEPT
One of the problems we need to solve is how to fulfill the needs of electrical energy, because based on the observations showed that electrical energy consumption is always increased. In a series of steps or actions to be able to fulfill the electricity needs at certain time, we have to make plans. Plan is a series of activities or processes in which among other things stipulates the need (energy) at some time in the future and ways to fulfill those needs. One of them is through a program of 35,000 MW.
The program will spread throughout Indonesia so that electricity can be distributed evenly so it can fulfill the demand for electric energy in every area. In succeeding this program, needed a concept or way that can be done well, namely through the concept of Tri Hita Karana.
Talking about electricity, the concept of Tri Hita Karana can be set as guidelines. The relevant elements: the relation between electricity and nature, electricity and human, electricity and electricity. These three elements are expected to be harmonious and balanced.
The first is the relation between electricity and nature which certainly has a deep meaning. Electricity and nature are expected to have a good relationship. Electricity generated from the generation process, of course requires the involvement of nature. For instance to operate electrical generation is needed to establish the land, raw materials or ‘food machine’ to generate electricity. Thus, there should be a review and assessment of what is suitable to be applied on the area to its natural balance.
The second is the relation between electricity and humans. Electricity also does have to get along well with people. Bad relationship may arise due to the public’s disapproval of the plan or PLN decision in order to fulfill the electricity demand in Indonesia. PLN socialization has an important role so that the public believe in PLN plan or PLN decision will not harm the public, both disadvantages in security, customs or any other thing as well as the PLN can ensure a balance between society and electricity in maintaining electricity demand in Indonesia.
The third is the relation between electricity and electricity. It sounds a little strange electrical power remains connected therein. Electricity can have problems caused by the electricity itself, such as an interruption between phases, in which electricity is “thrashing” that occurs short circuit. It can also be caused by a broken tool or component used. Therefore it is necessary to anticipate in order avoiding “fighting” among electricity for example by doing routine periodic maintenance, or inspection network.
The conclusion that can be stated based on the discussion above is to succeed the 35,000 MW program then it is better applied to the concept of Tri Hita Karana in the distribution of the electrical energy so that can be channeled in a continuous and reliable in fulfilling electricity needs.
